Words of administrative Paraguay

Cédula, RUC, escribanía, apostille: procedures in Paraguay use vocabulary you wouldn't guess. This glossary lists the terms I come across most often in the guide's pages, with their Spanish equivalent and a simple explanation.

Apostille

Apostilla

International certification of a public document. Required for birth certificates and criminal records used in residency procedures.

Cédula de identidad

Cédula de identidad

Paraguayan identity card. Issued once residency is obtained. Essential for opening a bank account, signing a lease, getting a RUC.

RUC

RUC

Registro Único de Contribuyentes. Paraguayan tax number, equivalent to a SIRET in France. Required for any economic activity.

Escribanía

Escribanía

Notary office. In Paraguay, notarial acts go through an escribanía. The escribano is a public notary.

Migraciones

Dirección General de Migraciones

General Directorate of Migration. The administration that issues visas, temporary and permanent residencies.

SET

Subsecretaría de Estado de Tributación. The Paraguayan tax authority. Where you get your RUC and file your taxes.

IPS

IPS

Instituto de Previsión Social. Paraguayan social security. Covers declared employees. Self-employed workers must take out private insurance.

SENACSA

SENACSA

Servicio Nacional de Calidad y Salud Animal. Animal health authority. Handles importation of pets.

Guaraní (currency)

Guaraní (PYG)

National currency. 1 EUR ≈ 8000-8500 PYG in 2026. Current prices are in thousands of guaraníes.

Residente precario

Residente precario

Provisional status issued while a residency application is being processed. Allows you to stay legally while waiting for the final decision.

CLEISS

Centre des Liaisons Européennes et Internationales de Sécurité Sociale. French body that manages social security agreements with foreign countries.

Ministerio del Ambiente y Desarrollo Sostenible. Ministry of Environment. Issues permits for activities in national parks.

Secretaría Nacional de Turismo. Paraguayan tourism office. Official source for tourist information.

Poder Judicial

Judicial branch. The website pj.gov.py is the reference for naturalization and criminal record questions.

Mix of Guaraní and Spanish spoken daily. It is not a formal language, it is how Paraguayans naturally speak.
